The Inner Sea is the calm body of water north of the Zahari Passage, ringed along its northern shore by the Elven Lands. It belongs to no single ruler, but it is claimed and protected by the elven realm of Elandris under the Inner Sea treaties and overseen by the Inner Sea Authority, with patrols drawn from Elandris, Port Arenhold, and the Authority's own wardens.
The elves guard it closely and dislike seeing its waters worked for their resources — a protectiveness that puts them at quiet odds with Free Cities merchants who would like freer use of so rich a sea. It is the reason Port Arenhold, on the strait between the two waters, is governed unlike any other Free City.
