Galvorn is a walled coastal town on the western shore of the Zahari Passage, and a dependent town under Ardaene. It governs its own ordinary affairs but its charter binds it to Ardaene for legal oversight, major appeals, and military support. It is built around its harbour, its fish markets, and a shrine set into the cliffs above the water.
Its Mayor is elected by registered citizens, confirmed by Ardaene, and recorded by the Council under charter law. A local magistrate and harbour law handle everyday matters; graver matters fall to Ardaene-backed charter law.
Galvorn is known for fishing, coastal trade, rough weather, its smugglers, and the rumours that come ashore with every crew. The townsfolk resent the reach of Ardaene and Port Arenhold — but rely on Ardaene's protection against the privateers and smugglers of Blacktide Haven down the coast, and so the charter holds. Galvorn is loyal enough, the saying goes, as long as the taxes are fair, the ships keep coming, and Ardaene keeps its promises.
