While attending college with an eye on becoming a tax lawyer, Phil was recruited by the IRS while he was still in college after he uncovered a major tax evasion and money laundering scheme at the Fortune 500 company he was interning with. He soon displayed a keen analytical mind and was one of the Service's top investigative agents which drew the attention of Consular Operations. At the time, ConsOps was still in its infancy, but Phil was recruited quite early in the process and has been there for some time. Within the IRS, he is still known as a special investigator who handles the really tough assignments and he will likely bring his background as a tax fraud investigator into all such ops ("Follow the money. That's how we get in.") After all, no US government agency is more feared than than the IRS and how better to gain entrance to an evil korp with American holdings? "Hi, I don't have an appointment, but I need to speak to someone in your accounting department. My name is [Cover Identity] and I'm with the I.R.S. We've noticed some irregularities with your last revenue stream and want to clear that up ..."
