International Counter-Terrorism Task Force

ICT is the UN's blunt instrument to counter worldwide jihad, and other terror threats. Not very effective as an investigative organization due to national infighting and counter motives of national participants. Bureaucratically slow to act. Tends to used 'burn it with fire' tactics.
